Where is my silver lining?

Just heard on radio today. Malaysia water shortage is due to hot weather brought on by lack of clouds. We have ample rainfall. So is there insufficient catchment areas, insufficient water processing plants or insufficient holding tanks? This predicament has led to water rationing and cloud seeding in Malaysia. A temporary solution to a permanent problem.
